Resebel’s Founder

Lilya Teyfukova-Sayers (Lily Sayers) grew up in Ukraine and was raised in a multilingual community. She attended the Commonwealth International University in Crimea, Ukraine, where she studied Foreign Languages with a minor emphasis focusing on the cultural impacts in a professional and business environment. The name Resebel is an acronym that Lily created at a young age that incorporated the first letter of her immediate family member names, starting with her father’s name and ending with her own. 

As a consultant, Lily advised and managed a variety of clients ranging from start-ups to Fortune 500 companies. For over a decade, she has provided client-facing consultancy services and assisted other professionals with technical training and SME support. The services provided by Lily included new application filings, ongoing state regulatory reporting, renewal filings, change of control filings, officers and directors onboarding/offboarding and other material change reporting, state exam preparation, maintenance of business licenses and Secretary of State registrations, new product disclosures, and other related services.

She also has experience in setting up and maintaining NMLS, FinCEN, Florida REAL system and other similar systems. She has provided guidance with the mapping of the financials into the NMLS MSB call reports for traditional Money Transmitters, payment providers and other licensees that offer bill payments, payroll and Cryptocurrency services and products. Additionally she created training materials and modules as well as step-by-step guidance and detailed instructions for her clients and in-house consultants. 

Prior to entering the world of regulatory compliance, Lily was fortunate enough to have had the opportunity to be a case manager for the International Rescue Committee (IRC), an organization assisting with the resettlement of refugees in the U.S. At IRC, she helped refugees and asylees from over 30 different countries to resettle in various communities in the U.S. In addition to assisting with immigration paperwork and securing legal status she also educated her clients about law observance, employment, sound financial practices, and cultural assimilation. Through this work, she had the opportunity to provide advisory services to governmental agencies regarding needed procedural improvements at U.S. embassies throughout Eastern Europe.

Lily completed three intensive Kaizen management trainings in Japan with Toyota Production System Lean Kaizen experts. She is passionate about continuous improvement based on the idea that small, ongoing positive changes can lead to significant growth. Lily is passionate about developing comprehensive programs and processes to navigate through the complex regulatory requirements across all areas of compliance and operations.
